The European Union has proposed a significant air travel reform that could potentially end hand luggage fees for budget airlines, impacting millions of passengers flying within or to the EU. The new rule, passed by EU lawmakers on June 24, aims to eliminate surprise charges for small carry-on bags, a common source of frustration for travelers flying with low-cost carriers like Ryanair and Wizz Air.
If approved by EU member states, this proposal would allow passengers to bring one small cabin bag weighing up to 7kg and measuring 100cm in size, along with a personal item such as a laptop bag or purse that fits under the seat, without incurring additional costs. This move is part of a broader effort to enhance transparency and fairness in air travel, addressing concerns raised by passengers and consumer rights advocates.
Mateo Ricci, Vice-Chair of the EU Committee on Transport and Tourism, emphasized the significance of this vote, highlighting the importance of clearly defining free hand luggage as a fundamental right to prevent unjustified extra charges. The new regulation comes in response to past instances of airlines imposing extra fees for carry-on baggage based on size and weight, leading to regulatory fines and increased scrutiny on airline practices.
In 2024, Spain’s Consumer Rights Ministry penalized five carriers for what it deemed as “abusive practices,” underscoring the need for improved passenger rights and protections. Alongside the ban on hand luggage fees, EU lawmakers have also moved to prohibit seat selection charges for children under 12 and enhance pricing transparency, requiring airlines to display the full cost upfront to avoid hidden fees or surcharges.
Despite these consumer-centric measures, airlines have expressed concerns about the potential impact on ticket prices, suggesting that the cost of free carry-on baggage could be offset through other means. Ourania Georgoutsakou, Managing Director of Airlines For Europe, cautioned that mandating free trolley bags might limit passenger choice and result in unintended financial implications for travelers.
If enacted, this law will apply to all flights within and connected to the EU, promising a transformative shift in the air travel experience for passengers across the region. The move towards fee-free cabin luggage aligns with broader efforts to safeguard passenger rights, enhance travel transparency, and promote a more equitable air travel ecosystem in the European Union.
